What is ECHS?
The Ex-Servicemen Contributory Health Scheme (ECHS) provides comprehensive, cashless healthcare to ex-servicemen pensioners and their dependents. The scheme operates through a network of polyclinics (OPD), service hospitals, government hospitals, and empanelled private healthcare organizations (HCOs) for specialised treatment.

Empanelment Process (via ECE Portal)
Online Application
Submit application through NABH-QCI Empanelment and Certification for Empanelment (ECE) portal – ece.nabh.co.
Fee Payment
Pay prescribed empanelment fee online (non-refundable). Fees vary by facility type.
NABH-QCI Assessment
Trained assessors evaluate facility against ECHS-defined infrastructure, quality, and service parameters.
Recommendation
NABH-QCI submits findings to ECHS. Independent Empanelment Committee reviews and recommends approval.
Empanelment Letter
Upon approval, empanelment letter issued. Hospital can then treat ECHS beneficiaries and raise claims.

Eligibility Requirements
- • Only allopathic HCOs eligible (hospitals, eye/dental clinics, diagnostic labs, imaging centres)
- • In-house basic laboratory & imaging services mandatory; MoU with NABL lab acceptable for Tier II/III cities (within 1.5 km)
- • Nursing staff: GNM/BSc as per IPHS norms for sanctioned beds
- • RMOs: MBBS duty officers as per bed occupancy (last 6 months average)
- • Consultants: Full-time (on payroll) or part-time with regular OPD; visiting/case-to-case not allowed
- • NABH guidelines for OT air conditioning applicable
