CGHS Hospital Empanelment
Complete guide to fresh empanelment 2025-26, HEM 2.0 portal process, MoA signing deadline April 30, 2026, and compliance requirements.
⚠️ Critical Deadline: April 30, 2026
All currently empanelled HCOs must submit fresh applications and sign MoA on or before April 30, 2026. Failure will result in de-empanelment from TMS 2.0 effective May 1, 2026, making you ineligible to treat CGHS patients or raise claims.
What is CGHS?
The Central Government Health Scheme (CGHS) provides comprehensive healthcare to serving and retired central government employees, pensioners, and their dependents. Empanelment under CGHS allows private hospitals, diagnostic labs, and imaging centres to treat CGHS beneficiaries on cashless basis and raise claims for reimbursement.
Eligibility Criteria (Fresh Empanelment 2025-26)
Multi-Specialty Hospitals
- • Minimum 50 beds in Tier I cities
- • Minimum 30 beds in Tier II/III cities
- • Fully functional for at least 3 months
Super-Specialty Hospitals
- • Minimum 200 beds
- • Full NABH accreditation mandatory

Empanelment Process (HEM 2.0)
HFR/HPR Registration
Register on Health Facility Registry (HFR) and obtain HPR ID – mandatory before application.
Submit Fresh Application
File online application through HEM 2.0 portal at hem.nha.gov.in with all required documents.
NABH-QCI Assessment
QCI-NABH assessors evaluate facility against CGHS-defined parameters (infrastructure, quality, documentation).
Sign MoA
Execute Memorandum of Agreement (MoA) before April 30, 2026 to complete empanelment.
Go Live on TMS 2.0
Once empanelled, hospital appears on Transaction Management System for claim processing.
Application processing typically takes 4-6 months from assessment to empanelment letter.

Empanelment Fees
- • Diagnostic Centres: ₹25,000 + GST
- • Hospitals <100 beds: ₹30,000 + GST
- • Hospitals >100 beds: ₹35,000 + GST
- • Non-refundable, payable via ECE portal

⚠️ Compliance Penalties
Overcharging, refusing emergency treatment, or demanding advance payment from beneficiaries can result in penalties up to 5x the overcharged amount and permanent de-empanelment.
